The Undead Riot Control Officer MAY be a type of zombie in Road of The Dead 2.These zombies wear Riot Control uniforms and carry batons with them Before they were infected they were Riot Control officers that arrested people who protested to be evacuated. It was hard for officers to tell who was infected and their excessive riot gear slowed them down due to the weight allowing the undead to catch up to them. They wear riot helmets, kevlar vests, special boots, and they also carry pistols handcuffs, tasers, and batons. They don't appear in the actual game but it was possibly due to the lack of zombie models.
